The short version
- From 1 April 2026, the S$70 LPA application fee is waived for Singapore citizens (Form 1).
- You still pay a certificate issuer's fee (a doctor, lawyer or psychiatrist who witnesses and certifies it).
- An LPA is not a will — it covers decisions while you're alive but unable to decide. You still need both.
If making a Lasting Power of Attorney (LPA) has been on your "someday" list, the cost excuse just disappeared. From 1 April 2026, Singapore Citizens can apply for an LPA using the standard Form 1 free of charge — removing the previous S$70 application fee. From 1 May 2026, fees for other applications (Form 1 and Form 2) are reduced too.
What's actually free — and what still costs money
The waiver covers the government application fee paid to the Office of the Public Guardian (OPG). It does not cover the certificate issuer (CI) fee — every applicant, citizen or not, still has to engage an accredited doctor, lawyer or registered psychiatrist to witness and certify the LPA. That professional fee varies by provider.
So "free LPA" really means "no OPG fee" — a genuine saving, but budget for the CI's fee separately.
Why an LPA matters (and why it isn't a will)
People mix these up constantly. Here's the clean distinction:
- A will says who gets what after you die.
- An LPA appoints someone you trust (a "donee") to make decisions for you while you're alive but have lost mental capacity — through dementia, an accident, or illness.
Without an LPA, if you lose capacity, your family can't simply step in. They'd have to apply to court to be appointed a deputy — slower, costlier and more stressful, often at the worst possible time.
